A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, AUTHORIZING CHANGES TO THE HALLANDALE BEACH COMMUNITY BUS SYSTEM BY EXPANDING SERVICE TO ROUTE 1 (RED ROUTE); AUTHORIZING AN ADDITIONAL BUS TO SERVICE ROUTE 1 TO REDUCE HEADWAYS; FURTHER AUTHORIZING THE REDIRECTION OF ROUTES 1 (RED ROUTE) & 2 (BLUE ROUTE) ON SITE AT THE WALMART DEVELOPMENT AND REDIRECTING ROUTE 3 (GREEN ROUTE) & ROUTE 4 (ORANGE ROUTE) AT THE AUSTIN HEPBURN CENTER/OB JOHNSON PARK; AUTHORIZING ADDITIONAL FUNDING IN THE AMOUNT NOT TO EXCEED $175,000 FOR THE COMMUNITY BUS SERVICE; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AMENDMENTS TO THE ILA AND RELATED DOCUMENTS TO EFFECTUATE THE PROJECT; AND PROVIDING AN EFFECTIVE DATE.
Background:
The Community Bus System is a free service provided to residents and visitors of Hallandale Beach. It consists of 4 routes. The service is contracted out to Limousines of South Florida (LOSF). This company provides the bus, the driver, maintenance of the bus and fuel. Funding for this service comes from various sources including the City’s Transportation Fund, th City’s Community Redevelopment Agency, and a Broward County Grant. This service has been operating for over 15 years.
The Community Bus Service is funded in part by a grant from Broward County Transit. The term of the current ILA (Interlocal Agreement) ends on September 30, 2017; the term may be extended for up to two (2) additional one (1) year renewal periods upon written approval of the Contract Administrator ninety (90) days prior to the expiration date of the current term. Florida Administrative Code Chapter 14-90 regulates the Community Bus Operation as stipulated in the Section 2.12 of the ILA.
The grant is in the amount of $222,480 for FY 2016-2017. The funding is based on the estimated numbers of operating days. The County contributes $15/hour for 12 hour days; 6 days a week for the four (4) routes. Per the grant agreement, the City shall not deviate from the established route without the written consent of the Contract Administrator.
At a joint budget workshop special meeting on Wednesday, August 24th, 2016 the City Commission had a discussion of the Hallandale Beach Community Bus System. At this meeting, the City Commission made a motion to increase funding for the City’s circulator system by $175,000 with the priority of adding an additional bus or an additional route to decrease the headways.
City and County staff members evaluated possible route expansions to serve unrepresented Hallandale Beach communities and major ridership generators pursuant to the City’s Interlocal Agreement (ILA) with Broward County. Among others the Lyane Blvd corridor and Hollywood’s Young Circle were standouts for a possible route expansion. Route 1, which traditionally has lower ridership than its counterpart Route 2, was determined to be the ideal candidate for expanded service (see Exhibit 2 and Exhibit 3 below).
City Staff held a community meeting on December 15th 2016, to discuss proposed expansions and changes to each route. This meeting resulted in unanimous consensus in favor of the proposed route changes and expansion. City Staff also presented the proposed expansion and changes to each route to the Transportation and Flood Mitigation Board on January 24th 2017. The board was in unanimously in favor with two recommendation; to establish a vetting system for all new route request, and to complete a six month trial run of the service.
Why Action is Necessary:
In accordance with ILA the City, in compliance with the provisions of 49 U.S.C. Section 5307(c)(1)(I), shall hold a public hearing before its governing body prior to any change in service affecting 25% or more to the route miles, when calculated on total route miles or on daily revenue miles, as well as prior to implementing headway adjustments of more than 15 minutes.
Fiscal Impact:
Staff advised that it would cost $175,000 to add one additional bus to any route old or new. That includes the cost for one bus at $46.94 per hour service charge, for 6 days a week, at 12 operating hours per day. The funds have been allocated through the Transportation Fund in the fiscal year 2016/2017 budget.
Staff acknowledged that a number of suggestions were made by both Citizens and City Commission at the public meeting held on 2/15/2017. These suggestions as well as others will be analyzed over the first six months of operations for the expanded system and a request will be made at that time. Certain of the suggestions will be acted on immediately such as amending the backup procedure to a continuous forward motion to avoid the back up safety beacon when possible and install route signs with funds that appear to be awarded after a preliminary budget analysis. We will bring back example of the proposed signs in the near future.
At this time staff recommends approval of the attached Resolution authorizing the proposed changes to the Hallandale Beach Community bus system by expanding service to Route 1 (red route); authorizing an additional bus to service route 1 to reduce headways; further authorizing the redirection of Routes 1 (red route) & 2 (blue route) on site at the Walmart development and redirecting Route 3 (green route) & Route 4 (orange route) at the Austin Hepburn center/OB Johnson park; authorizing additional funding in the amount not to exceed $175,000 for the community bus service.
